National Anti-Corruption Agency must fully start its work by the end of 2015. Such a statement has been made after the meeting with European anti-corruption experts, headed by the World Bank Country Director for Ukraine, Belarus and Moldova, Europe and Central Asia Qimiao Fan by the Minister of Justice of Ukraine Pavlo Petrenko.
According to him, by this time we will perform a competitive selection of Agency’s members and we will develop a system for online income declaration of officials.
“Our common goal – and I am sure we will handle it by the end of the year – is to ensure the functioning of this authority, in order for all public servants of all ranks to submit their declarations online next year. Their lifestyle must be observed and monitored, in order for light-fingered public servants to be dismissed and brought to responsibility”, - stated the Minister.
He also added that the online declaration monitoring system will become a serious prevention, because public officials will think about what they are writing in their declarations.
“If any public official will write in false data, then, apart from dismissal, he will be brought to responsibility “, - added the Minister.
He also pointed out that in the nearest future an appropriate target working group is going to be formed for preparation of the Agency’s work. It should include representatives of the Cabinet of Ministers of Ukraine and other authorities. European experts, headed by the World Bank representatives insist on creation of such group, as part of preparation for an active phase of preventive fighting against corruption.
Expert group representatives have highly evaluated Ukrainian Government’s work in the fighting against corruption sector, and they called for implementation of practical mechanisms – the National Anti-Corruption agency, as well as the National Anti-Corruption Bureau.
“Ukraine has made significant progress in fighting corruption, but there is still much to be done in order to continue this fight. The society has a great demand for anti-corruption authorities. After creating the legislative framework for combating corruption, it is necessary to move to practical steps as soon as possible”, - stated Qimiao Fan.
According to him, functioning of the preventive anti-corruption authority (National anti-corruption agency) is necessary for the implementation of anti-corruption mechanisms.
“World Bank supports you. But there is still a technical issue: it is necessary to form an interdepartmental working group in order to prepare work of such agency. It should include representatives from the Cabinet of Ministers of Ukraine and Presidential Administration”, - Mr. Fan added.
As it has been stated by Pavlo Petrenko, apart from the interdepartmental commission, it is necessary to organize a competition to select members of the National Anti-Corruption Agency as soon as possible, in order for this authority to begin its functioning. He added that the public has already selected their representatives to the commission that will select members for the National Anti-Corruption Agency, and now it is expected that appropriate candidates from Verkhovna Rada and the President are to be introduced.
