Local administrative services centers, regional registration service and local notaries’ performance have been inspected by the Ukrainian Justice Minister Pavlo Petrenko during his working visit to Chernivtsi region.
Apart from that, Pavlo Petrenko performed personal reception of citizens, met local government and executive authorities’ management, met students and professors of the Yuri Fedkovych Chernivtsi National University.
Pavlo Petrenko informed people and officials about reforms that are currently being implemented by the Ministry of Justice.
The Minister emphasized that the Government has taken a serious course on decentralization, within the framework of which the Ministry of Justice renounces step by step of its functions to provide services for citizens and transfer them to local levels.
“The Government should only set standards for services provision and own the registers. As for the service – it should be provided by individuals, who are more motivated and closer to people”, - stated Pavlo Petrenko.
In the nearest future local government will be able to perform registration functions. However, according to the Minister, this is not enough. Without demonopolization of the administration services sector, problems with queues, corruption and bribes might transfer to local levels as well.
“While transferring registration functions, we will also implement the demonopolization principle. Together with local government representatives, almost 8000 notaries will receive the right to provide such services. This will prevent problems with providing quality services”, - stated the Minister.
Pavlo Petrenko has also informed about an agreement with the local government on opening a modern center for administrative services in Chernivtsi.
“Chernivtsi will have an Administrative services center, which will meet all EU standards on transparency and simplicity of services. This project will be a result of cooperation between the Ministry of Justice and local government”, - he said.
Apart from that the Minister of Justice spoke about the new Ministry of Justice personnel policy, as well as about qualification level testing of regional justice departments’ employees, which have already started all over Ukraine.
