During his one-day working visit to Odessa Pavlo Petrenko together with Odessa Regional State Administration Chairman Mikheil Saakashvili, Mayor of Odessa Gennadiy Truhanov and “East Europe Foundation” charity organization representative Victor Liah have signed a memorandum on cooperation and collaboration. This document provides creation of an innovative center for administrative services provision in Odessa, where Ukrainian citizens will be able to receive a full list of administrative services, provided by justice departments and local government, without queues and bribes.
According to Pavlo Petrenko the pilot project implemented by the Ministry of Justice together with the local government and non-governmental organizations’ representatives provides the creation of a centre, where government officials will provide services to Ukrainian citizens and not demand a bribe.
“First Ukrainian most hi-tech and professional Administrative services center is being opened in Odessa. Ukrainian citizen will be able to receive high quality services with comfort and not face any bureaucracy, queues and insolence. This is the model that should work across the country”, - stated the Minister.
Additionally he stated that the Ministry of Justice and Odessa’s local government have taken proactive actions, because Verkhovna Rada for 3 weeks can’t consider and adopt the law that standardizes transfer of registration functions from the Ministry of Justice to local governments, notaries and certified banks and ensures elimination of queues and corruption.
According to the Minister, Ukraine doesn’t have 5-7 years time to implement the reform. Ukraine’s time to implement the reform is measured by months.
“I am addressing the Parliament! You all declare that you support decentralization and local communities. Lets us move from words to deeds and vote for laws that will enable Ukrainian citizens to receive high quality services starting from September”, - stated Pavlo Petrenko.
Odessa Regional State Administration Chairman Mikhael Saakashvili, in his turn, announced full readiness to start full-scale work on implementation of the project that provides quick administrative services for citizens, who live in Odessa and Odessa region.
“It is good that we could speed up this process, despite the fact that relevant legislation has not yet been adopted by Verkhovna Rada. But if we will continue waiting for legislative provisions to be created – we won’t implement anything. We don’t have months to discuss the legislation. We must act quickly, as it is spoken by people from Odessa “until yesterday”, to create comfortable services without corruption. We can’t delay it by after tomorrow”, - emphasized Saakashvili.
In conclusion Mikhael Saakashvili expressed gratitude to the Ministry of Justice for fruitful cooperation.
