Starting from today, every Ukrainian citizen can look up information on property that belongs to public officials, prosecutors, judges or their neighbors just by entering their last name, name and patronymic in the search box that you can find on the Ministry of Justice online services official website https://kap.minjust.gov.ua (unavailable in English). Such statement has been made during the presentation of opening the registers of rights of ownership for movable and immovable property at the meeting of the Verkhovna Rada anti-corruption Committee by the Minister of Justice of Ukraine Pavlo Petrenko.
“In cooperation with public activists we have managed to ensure legislative amendments that provide a very simple but, at the same time, effective mechanism, when by entering public official’s or any other person’s last name it is possible to see all property registered on him/her or his/hers relatives”, - stated the Minister.
He is convinced that this mechanism will become an effective tool to fight dishonest public officials.
In order to use the new service, you just have to register on the Ministry of Justice online services website and enter your personal cabinet. Next you should pick “search for property by subject” from the list of services, enter last name, name and patronymic of the person, whose data you are looking for, perform payment with a bank card and finally receive the document with data you were looking for. The service fee is 20 UAH.
You can get access to the portal by confirming your identity via your digital signature or enter your passport and identification number details.
At the same time Pavlo Petrenko said that: criticism concerning opening of registers can be used for fraud actions, has no basis. On the contrary – opening of registers, as it has been shown by EU and Georgia practices, shows to be the best prevention mechanism from fraud with citizens’ property.
“If the register is closed, then any crook can deprive our citizens from their property by stealing notary forms or faking signatures. When you can see, what you have registered online, then it is almost impossible to fake documentation”, - he said.
The Minister also said that data owners can address the Ministry any time and get a list of persons, who showed interest in information regarding his or hers property.
Head of the Anti-Corruption Committee Egor Sobolev emphasized the importance of open registers in terms of fighting corruption.
“Today is a very important day – today is the day when all property becomes open and transparent in Ukraine. All information on property – land and cars – starting from today has to be generally accessible for the public”, - he said.
